A Comparative Study on the Cause of Medical Expenditure for the Elderly in National Health Insurance and Medical Assistance

Abstract

|
The purpose of this study to explore the cause influencing the growth of medical expense for the elderly based on coverage population of National Health Insurance and Medical Assistance. These schemes mean income level of the elderly. I show difference the medical expense between 65+ years old in NHI and the same in MA. And I compared the medical expense on behaviors of medical care utilization health between 65+ years old in NHI and the same in MA. The results of this study are as followed: first, the medical spending for the elderly in NHI is more than it in MA. But the slope of growing medical spendings in NHI is steeper than it in MA. The cause of the growing medical spendings for the elderly is due to hospitalization amomg outpatient, hospitalization, and pharmacy. This consequence is applied to the same population in NHI as well as MA. And the cause of the growing medical spendings for the elderly in NHI is the benefits for ’hospitalization based on treatment’. But the cause of the growing medical spendings for the elderly in MA is the benefits for ’hospitalization based on managed-chronic disease‘. Thus I propose that it needs more institutions for long-term care or those combined medical service and long-term care service for the management of the medical expenditure for the elderly.
